Intel's CHIPS Act implementation hamstrung

https://www.digitimes.com/news/a20240814PD215/chips-act-intel-funding-packaging-workforce.html

"...the CHIPS Act has built-in insurance mechanisms if setbacks occur, meaning companies won't receive subsidies until they meet specific construction and production benchmarks. If projects are never completed, the CPO can reclaim the subsidy funds."

It sounds like Intel won't be benefiting from CHIPS Act after all.
