How are year end performance reviews handled for displaced employees

Let's say you are in your 60 day non working notice as an employee during performance review time AND hit the timeframe where you are eligible for bonus. Are you still rated and will you go through year end performance reviews? How do you get alerted of your rating?

Is there anything holding back a manager from giving an employee in their notice a lower than expected- that can stay on ones record and prevent them from getting future jobs at the company?

If you get no raise and half bonus in your review, you are being laid off.

My review was in process when I got laid off. I saw it and couldn't recognize it. Charged with not doing tasks that I never was assigned with.
