There were just under 4800 with the VSP. That's excludes any regular RIFs prior or after. From what I understand, the notification yesterday was a substantial number but still under 1000.
They didn’t really disclose the target. 5000 was merely describing what happened. If one has to guess, this years VSP target was likely around the 2018 VSP numbers, I.e. closer to 10k.
