She is a “leader” being groomed to lead orgs. Too bad she’s a poor learner and has poor trainers. This is pretty standard ops for Executives, not actually knowing what they govern. The argument is that a Leader doesn’t really need to know the finite details of what they govern, the role is to manage their responsible hierarchy.
A good leader, supervisor, manager can have zero experience with whatever end product those under them generate and be fully successful. But they must A. trust those who they govern (learn from them if they truly don’t have experience with their product) and B. have good people being governed. It can’t just be people management with a horse whip as the goal should be to get those under your umbrella into a situation where they are happy. And that involves knowing the environment and being able to advocate not only for the staff but for the goals of the environment.
