Anyone numerically eligible for retirement should be offered an early retirement package which would be equal to severance with early retirement benefits not sure who would turn it down win-win saves time and money

Severance is too costly next to simply laying off the employee.
Pay my healthcare till i'm 65... I'll take it!
Saves time. Doesn't save money compared to "silent sacking" these folks and avoiding displacement costs altogether.
