Dear Chuck I have an idea

Anyone numerically eligible for retirement should be offered an early retirement package which would be equal to severance with early retirement benefits not sure who would turn it down win-win saves time and money

Saves time. Doesn't save money compared to "silent sacking" these folks and avoiding displacement costs altogether.
