The larger the number of employees involved the higher up the food chain the communication originates from and whether HR is part of the verbal notification in my experience.

Also, the supervisor always knows in advance and most likely chose the employee to let go.

Back in early 2019, the manager had to do it, and it was a scripted way they had to say it.

I was part of a surplus a couple of years ago, a last minute calendar invite was sent out to the entire organization and the director read verbatim from the HR script. Couldn’t have been more than three minutes… Effectively said your job is no longer exists, but you’re welcome to reapply for open positions in the company. No questions were to be answered and a phone number to HR was provided.

I volunteered for surplus so mine wasn’t a surprise, but the official process was that I got a call from my manager, who had to read a script verbatim that was provided by HR.

The last time it happened with someone I knew, the manager wasn’t notified until after HR had set up a call with a few members of their team, and had them go on a call with an announcement that was pre-recorded from Human Resources. The AVP was aware, but the manager wasn’t until after it happened. Usually, it’s either the manager or AVP who lets the person know.
