For the love of a higher deity, can SOMEONE teach L3-L4 managers reading comprehension and writing skills? Administer a competency exam testing these basic skills before promoting a bumbling buffoon who creates churn in the organizations. Or better yet, if you administer the exam, use the results to layoff the mo--ns to help save your bottom line.

Buffoon is the correct spelling. Perhaps you are one of Management that the OP is referencing? I tend to agree, I had one Manager who had me proof read his important emails before sending.
