Does anyone know who decides which candidates get an interview? Is it HR or the hiring manager? Just wondering because I’ve had 2 initial phone screen interviews and each time the recruiter did not seem to have any idea about my background / resume.

Recruiters have asked me questions on my resume as well. I thought it was a bit odd. It’s hard to know these incompetent recruiters have my fate in their hands.

outside recruiters are used to defend allegations of illegal hiring, it's disgusting. They provide cover and that's all they've ever done.

I'm about to leave externally on account my employer to be acted with a bit of urgency. In the meantime I have internal applications with WF hanging out there for over a week. The folks in the bank are utterly clueless. They will probably go external pay a recruiter and a candidate a good deal more than an internal hire!

HR Manager here. It depends. The best recruiters here, top 10%, absolutely are in step with their sourcer and their hiring managers. In that scenario the recruiter absolutely gate keeps who gets through-they have earned that trust-even with internal candidates (most of the time).

The average and below average recruiters (most) push candidates around at the behest of the HMs. They don’t have the skills or the ability to identify top talent and present them properly, so they just send them a bunch of resumes and the manager picks.

HM, unless they are lazy and just interview who the recruiter tells them to interview after the prescreens. The HM can always add people to the prescreen list if they feel the recruiter missed a good candidate.
