My cube mate tells me he has not had anything productive to do in weeks after their manager resigned. Is this common? I have only worked here for two years.

Same with me. Going on 4 months. COO reorg chaos.
I am one of the ones with no work. It has been months since the CAO moved and the new org cannot get their sh-t together. So, I sit around all day baby sitting a laptop. I go into the office 30 minutes a day and give dirty looks to the freaks still wearing masks. Then leave and watch fox news all day once I get home
Enjoy the time to upskill
Must be nice! So many of us are working 50 plus hours a week because management won’t backfill positions.

If you have only worked here two years and "lost" your manager I would try to find a new position -- anywhere -- asap.
Regardless take this time to learn and upskill yourself. Work on creating your boundaries -- between you and the employer, between you and your coworkers -- between you and the machine.
When you are swimming in a sea of bullies and you lose your main protector bully you are ripe for layoff. Do not take this dysfunctional organization as being "normal".
I have you all beat. Manager was displaced earlier this year, right sm--k dab in the middle of a re-org and later move the lines. The team was small to begin with, so we were left in the current org, a rather large team of 500+, with no manager and reporting up to a senior exec. We’ve not heard anything from her or her directs, so there is a team of four doing absolutely nothing. You cannot make this stuff up.
I am in the same situation. No work in months. Manager to be displaced due to non-hub status. Been here over 10 years. The millennial managers cannot figure out how to sc--w in a lightbulb. Everything is a big secret. Too big for their britches. Constant reorgs. Everyone is all about me me me.
Most of us are only busy 60% of the time. When we lose a manager it might take 3 to 6 months to get busy again, so it is normal for him not do to much without a manager.
