Since they are not even considering that, I am wondering if trying to terminate people for cause for not RTO is a tenable position in a wrongful termination lawsuit. The existence of the VPN access is arguably condoning remote work and if terminated for using it, I think you have a case.

There are many managers that are 24x7 and are expected to work after 5pm. If they get rid of VPN that means no help and support after 5pm and you know they won’t allow that.
Work for many managers still continues after hours, weekends and holidays.

Seriously, you're not an attorney and obviously do not understand the basic concept of at-will employment. If you feel you have a case against AT&T, then go speak with an actual attorney and find out how wrong you are or how gullible you are when they drain you of every cent for your frivolous suit.
There are actual field employees who need to access to VPN and those who also travel.
