Fleming Island was a total bust. Guy from our org who went down there didn't last very long. Had to move orgs to stay with the company. FI seemed like it was winding down from the day it opened.

Depending on which CWA contract is involved, there could be considerable voluntary incentives involved, that could induce retirement eligible employees to voluntarily leave with ear to ear smiles. Under Legacy T, I've seen people leaving with 2 years severance.

They'll have to fend for themselves in the area of pre-Medicare health, but they may be able to join the AT&T group Medicare Advantage plan once on Medicare.
