In my LOB, our managers don’t want our average to EVER hit below 3.0… so the whole 13 week average concept is basically deemed irrelevant. I find it amusing and sad that they are trying to enforce it so aggressively when other LOBs clearly offer more flexibility.

Productively mirrors morale, which is to say that it su-ks. WF spends an incredible amount of money trying to avoid lawsuits, be compliant, fend off union efforts, spin their S as 'good ideas', pay severance, contact out and then follow up to fix all the cr-p work from the uncaring, paying high end copy cat consultants etc. If they just stopped being insufferable dou--es, it would save so much more money.

How much productivity is lost with you all trying to either monitor, enforce or find ways to skirt the system.

Short answer: yes
“It’s up to your manager. I live far away from my office and go in once a week, no issue at all. My manager does the same.” Not true in many LOBs. Managers get nasty notes if not maintained. Trust me. If manager doesn’t discipline employee then manager will be disciplined.

As for the report your mgr can look at it in last week, 4 week avg, or 13 week avg.

Your best bet is to ask your mgr.

Pretty much manager driven thus far, but the non compliance info is sent up the chain and that S rolls back down hill if you have a rogue manager that refuses to enforce the policy in their team. Shart doesn't in his team, but never mind that.

Manager here in CIB. There is a tableau dashboard showing your own RTO data along with that of your team. I believe only managers see this. Our breakdown is monthly, but we can slice and dice the data a lot of ways going back a year. I had to “warn” a few people who were at 2.5 and 2.8. Folks will be terminated beginning next year for non compliance. I don’t know how they will do it, but this is what’s coming down from JW.

We've been told it's a 13 week cycle, and if you're home say 3 days one week, you can make it up by coming in 4 days the next week. Ultimately I think it's up to your manager.
