QC will chose to protect both, and that will lead to more trouble with government regulators around the world, unless QC buys off governments like what it is doing in China. All QC employees do know that to get to this point with NDRC decision, QC had to spread money around like butter to grease the machine.

Patents can help to stimulate productions, when ideas are shared for a percentage cut or royalty. QC in a predicament where chip revenue has far exceeded licensing revenue. Which should QC protect, licensing or chips?
