If my job is eliminated in HES, do I get a shot at the ITC jobs? Are we all really going to ROM together and who gets first dibs ?

Is the ROM by career ladder or current head count in a function? For example the ROM 1, 2, and 3 PSG levels vary depending on the function you're in. So how does one in the IT CL fit into this story
