Just an FYI anyone with any rating can be nominated for the Matrix list. If your super does not like you with 1 performance for the last three years, you can be put on the list. If someone else's manager does not like you because you are a Texans fan you can be put on the list! How about that bull shit?

You can have 2+,1 ......and still be nominated. That is quite sad! And yes the whole PMP process is broke. Chevron can't book a meeting to tell people they are canned, so I don't expect them to get this right.
The real truth is the PMP process and the ROM systems in Chevron (and any other large non-public employer) are shams. They were created only to circumvent the labor law in the U.S. The labor law also forces all businesses to be "Equal Opportunity Employers". These processes in Chevron are documented and signed-off as acceptable by the "law". However, we all know the PMP process and the ROM systems are all managed by MANAGEMENT. They are managed virtually IN SECRET. How many times have employees asked questions to management about how these two things work, just to get vague answers or shown a PowerPoint slide show in a meeting by HR. It's handled any way THEY WANT. That's all folks. You have very little input to your own career. Good luck to you all.
The PMP and ROM systems in place at Chevron are a sophomoric sophistication made to look like cuts are purely scientific. They don't pass the smell test.
