There are too many expats occupying positions that can be filled by US pay rolled employees. Brits, Nigerians, Aussies, and the list goes on and on.

I agree with the following. At least cut the payrolls of expats by 50%, US or non-US. they can do very well by just flying in people for short term gigs when needed.
If you are seeking equality then only fair that the American Expats are called home as well. Problem being there are more American Expats out there than foreign expats here. Not unsurprising, being an American company, entitlements for American Expats are better than those from other countries.
Can we even call ourselves an American oil company anymore? Maybe headquarters needs to move to the Caymans

I don't think we should have any expats in US in this environment where US employees are getting laid off, and the expats are enjoying their lifestyle here in the US. it is not like we do need their expertise . SEND THEM ALL BACK
Expat packages are a retention tool in most companies and also development opportunities, if used properly. The high performing Expats transfer knowledge and provide diverse views, but it comes at a cost.
All inclusive the additional expat cost could be $150,000-$250,000 above base salary. Expats in the US are expensive - typical package includes private schooling for children, significant house rent allowance, location allowance, home leave allowance including airfare for entire family, home maintenance allowance, goods and services allowance where applicable, spouse allowance etc. among other benefits - all this is TAX NEUTRAL.
Justifying the high cost for the value it provides is debatable on a case by case basis.
There are zero jobs at any BU in any country, Houston, California. I agree about the cost but they will have to lay them off not get them a job at there home BU as there are no positions. They will have to look at labor law in each country to ensure that they are complying with host countries employment laws.
