SASBU is doing ROM but they're also doing something called Project Alpha, a restructuring to reduce a bunch of rotational and contract positions and centralize as much as possible in Luanda. Houston SASBU jobs are being moved to Luanda, and depending on the specific situation a person might be able to move to Luanda with his/her job or might end up posting in the current ROM. Anyone "left standing" after the ROM, ie not chosen for any position, will almost certainly be terminated regardless of PMP history. Same goes for expats currently rotating to Malongo. Some of them are being offered the chance to move with their job to be resident in Luanda and some are getting tossed in the ROM. Also nobody over 57 or under 30 is allowed to post for any expat position in Angola; apparently this has long been a requirement by the Angolan government but CVX has finally started to comply. SASBU is participating in the current ROM with ETC and Chevron Shipping, so there will be plenty of people who either can't compete for a job at all or will be forced to take a bad job. I haven't heard whether SASBU is also doing RAE to cull the low-rated performers, all I heard about was ROM combined with the restructuring.

No, SASBU employees included in the current ROM with ETC will not get to apply for any other jobs. They'll get to apply for four positions in their designated ROM round (the first round is in progress now for PSG 26+, the second round for PSG 21-25 will start in the beginning of September). If they don't get jobs in their designated ROM they aren't going to be able to apply in any later ROM.
Basically it was a scam by BCG to trick Chevron management into paying for several versions of the same thing. BCG had multiple contracts with BUs and corporate. They regurgitated the same info but were able to staff multiple partners, senior managers, etc because "look at all the projects we are managing".
And Alpha can apply for Transform jobs. It's all one ROM but Alpha is only for corporate centers like PRC/ETC. It's not really that important but the SASBU recorg is called Transform and not Alpha. MCP organization mods are called Tiger.
