who has final decision about whose's position will be eliminated, based on what? based on your percentage of billable hours? your skill sets? for individual in a small team, does team lead have some influence on people's fate under him/her? ETC should settle down this awful process quick. Ironically i feel the people who have been called to help recent doomed Big Foot project are so lucky.. they do not need to worry they will be let go...

Your Team Lead and Manager will make the determination about who goes or stays. Don't let anyone tell you otherwise.
Relax. I'm sure they've put a lot of thought into their decision and already consulted your manager and team lead a long time ago.
