Resource Optimization Management (ROM) Question

what does mean "using resource optimization management (ROM) to fill open positions."? Will it ask current employees to apply an open position and get interviewed, and salary and others re-determined based on current market? if that is the case, it would drive everyone crazy and I am sure a lot of political and relationship skills will take the lead to secure a position. For new comers to the company, that is quite miserable...

I hope the enterprise ROM shall include ROM from each internal company. This allows employee with mix skills can move across functional groups.

Otherwise, in order to cross functional group, one has to reject the jobs and get into the wait list then this is suck.
