This is only a good business model as far as it goes. But past a certain point, you need to do more to meet the sort of benchmarks your customers want: more memory, more power, longer battery life, etc. ARM's internal development related to these issues moves at a glacial pace compared to most chip companies. So the chip companies have to do this themselves. Patching crap together and hoping it does the job only gets you so far. In the end, virtually no customer buys a cell phone or tablet because of chip "benchmarks."
