Question on behalf of investors.... BTW, my elementary school teacher had more reports than my VP not to mention a VP with a single report or ZERO reports.

Qualcomm has had two engineering tracks: management and technology. On the technology side, an engineer could be promoted based completely on technical leadership. If they were particularly good, they could become a principal engineer (now director of technology), VP technology or SVP technology. They would not have any line management reports. At times, they might have project leadership positions. At times, they might have individual contributor positions on one project or multiple projects. So, a VP with zero management reports is not unexpected (as long as they are contributing at a high level).
