What you mentioned is barely 20% true. Only 20% Sr Staffs have solid technology skills 'meet' their title.
Q is like military. People under Sr Staffs are promoted due to the year of tenure.
50% of Sr Staffs are promoted just because they stay long enough. 60% of Sr Staffs are promoted by queuing. 70% Sr Staffs becomes junk mail generator and status collector at day 1 when they are promoted to be Sr Staff. 80% Sr Staffs find much lower title when they move to other companies.
I personally interviewed a Sr Staff/Mgr in MPSS whose resume states proficient in C/C++. But can't eve write C code to resolve simple questions, which I believe it is very common among Q Sr Staffs as my 8-yr Q experience.
To OP: Move on. It isn't worthy to spend your time on this. Go find a better job is your best revenge. You have wider sky in pure SW area.
OP: Very difficult to sue an employer, particularly over selection of employees that violates the WARN Act. Employers have broad discretion to decide who has most value to the company, or in the alternative, which positions would be most advantageous to cut when saving costs. From a logistics standpoint, it may make sense for a company to keep manager and director level people until the bitter end, to facilitate laying off all of the 'excess engineers"--even if the engineers add more value, because you can bet that SM isn't going to dainty his pretty little hands doing THAT kind of work! Best course--find out if you can depend on the Sr. Staff Guy to give you a good recommendation. If you think he will burn you, also have other senior people that you worked with lined up for references. If any of you see HR for anything, you should request a letter of recommendation that you have personally reviewed be inserted in your employee file, along with an agreement that it will be the only recommendation provided to future employers who request moe information than the bare minimum. If your employer passes on any other information, they can be held liable for interference with prospective employment under California law.
Senior staff should be working on the next level, hence directing. Sr. Staff can at any time usually take over a junior person's work. He probably helped you get the job, improve the quality of your work, and provide you career advice, which takes time away from doing lower level work. Move on. You don't have a case.
OP - you must have been RIF'd because you sat in your Sr Staff's office all day watching him not work. Next time sit in your own and do work.

It's not worth it, just move on. Senior Staff title by definition would be more leadership and less hands on, you'd be unable to argue anything. Q will be weak enough as it is with him.
Sueing is an option, but Qualcomm will drag you thru the mud. Try to renegotiate your layoff package, with your claim... but, you will need documentation!!!
Can I ask, what is your base salary as a Senior Engineer at Q?

The guy knows my work he has been reporting my work for last 3 years. He is more experience than me but has done little work in years !!!
They will let you transfer your work to Senior Staff guy during the next 2 months. He will learn from you.
