they are already offering IOS to workers which should relocate after remote offices have been closed, they will all be H1B replacing the guys laid off in SD. They claim IOS opportunities are very limited in the company (also mentioned on go/realignment), but reality is that they're actually proposing everyone they need to after more expensive workers have been laid off in HQ.
Perhaps you don't know how h1b works. Don't blame on h1b for your incompetency.
