For a large layoff in California, the employer has to provide 60 days notice. Since we're now in October, December is earliest time for large layoff. So, of the 2 choices offered, January is the only possibility, but a layoff doesn't have to happen then.

So if the "majority" are complete, is that only the first wave or considering all 3?

Do the math. The current layoff number does not come anything close to 15%. US locations are targeted at higher percentage. With 10% revenue decline per quarter, total layoffs will be more than 25%. So, 2nd and 3rd waves have to be bigger than the first one.

QC will conduct layoffs in 3 waves; first was Sept, second in Nov., and third in 1Q2016. This is done for financial reasons, to reduce the write-off for this year, and push write-off to next year (for 2nd and 3rd waves) for better tax benefit. There you go folks.
Here is why Mediatek is better.....engineer's titles reflect what do they really know and do, here at Qualcomm people hold titles that are way above their knowledge and capabilities, why is a Principal engineer managing one or none? Also Qualcomm does not know how to hire people, interviews are done by people who do not know the answers to the questions they are asking!! One Example QCT Quality group....

mediatek has less than 10K employees...most of them in the low cost centers in China/Taiwan.....
qualcomm has about 25K ......which is loosing market share/lower chip prices....
do the math....shouldnt there be more layoffs!!!!
