I haven't been told to let any of my offshore indians yet.
over 100 expats in Australia only....and not a single layoff... one CEO, 2 Presidents, 13 VP's , dozens of Managers , 4 Capital Projects organizations , a useless project development group, Exploration, ...not to mention the expats in support functions ... Where is the ELT?... Why only US & Canada?

Unfortunately American expats are extremely expensive. America is one of a handful of countries that taxes their people regardless of where they work. They tax everything - not just the salary. The FEIE doesn't even let you break even. The company bears tremendous cost keeping the IRS happy. Eliminate tax on foreign earned income and American expats will be treated like everyone else.
It's part of what's wrong with the US today.

A simple answer would be if I owned a company and rid myself of more of one type of employee than another, it would be that the type I retained was more productive. Your post is very self explanatory...
After being an expat in three countries I noticed one thing, America is one of the few countires that does not protect "American jobs". Heck in the three countries, they protected there own jobs, and got the Americans out ASAP......
Winding down the expat is a long process.
Almost all of the expats in my group are going home by the end of the year.
The two expats on my team are going home in December.
