In L48 and not GCBU would imply MCBU or RBU. Makes perfect sense.
L48 has 3 business units MCBU ( Mid Con), GCBU (Gulf Coast)& RBU (Rockies). L48 refers to the lower 48 states which encompasses the 3 BU's. So saying someone works in the L48 and not the GCBU makes no sense.
