This company is positioning itself to be bought. I don't see any decision made to actually improve the ratio production / cost.

Totally agree, COP will be bought.
Upper management is traveling the world in the private jets lining up merger / acquisition activities.
They final shoe will drop when COP goes into more debt. Should be there pretty soon.
