Who pays for, administers and gains monetarily from these sites as an advertising platform?

It is usually a deal that when you allow advertising on your site, albeit ads determined by the person's cookies who visits the sites, that your website will get pennies every time one of the ads gets clicked. Now if you build a website through something like webs.com or 100megsfree.com those website would get the money as they are providing the space for advertising. They also sell a feature that you can have ad free websites.

The advertisements are based on your searches and cookies. So any recent searches will gear the advertisements to that. If you do a seach to get to here there you will see online schools come up. The website probably gets something based on clicks. But what you see is all based on what you do online.
