I asked the same question. They said you could apply for them, but you might also be asked to take a pay cut in order to accept the role. Max PSG is usually the highest budget for that role. But, PSG's overlap, so if you are at the bottom of your current PSG, you might qualify since the top of the previous PSG might actually be higher pay.

Ha ha. Pay back to all those people who got promotions that they did not earn or deserve.
Correct. But I know of two that already have jobs in ROM 2. Amazing how that happens. Poof, they have a job. Special circumstances for skill set need is the excuse. It will be obvious in October.
