Until you are walked out the door employment is subjective. The immediate manager may or may not be in the loop depending on the status of the immediate manager. The process does start at the top.

You can shit mountains of gold bricks to fund one of many underfunded programs (dividend, debt, drilling), but if you are shitting on behalf of the wrong manager, you'd just as well be putting out the brown sticky stuff becase nepotism will swing around and save someone else's ass that does not produce gold bricks.

My advice: make your hard earned shitted gold bricks work for you.

As well as laying off some great people, what is really concerning is that the company is beginning to loose some top employees as uncertainty grows. Some of the top rated staff are leaving, frustrated with the ways things are unfolding and the lack of transparency and are exiting for other opportunities. In times like these the company needs to retain its best staff and unfortunately they don't seem to be able to achieve this. The SCM group in Calgary is the best example of this as over the last few months some of their best employees have walked out.

The bottom 35% were grouped several months ago (May time-frame???). The ELT only wanted to go through this one time and prevent the possibility of another round of layoffs in 2016 if the price of oil dropped from the original planned price point. Oil has dropped since then and they were already prepared to move do to the initial ranking of the bottom 35% (obviously, each group and asset gets hit harder than others). The ELT is doing their best I think but nothing will stop the "good ole boy" system... I mean "forced rankings".

I'm pretty sure, from people I've talked to, that the "lists" are already drawn up. The final tally may be influenced by the number of EOIs they've received.
