The person whom I mentored got promoted to staff staff and I'm still staff eng. I feel like my good work has been insulted. how do I protest?

Politics is obviously not your forte. You have 2 choices: (1) Put up with it; or (2) leave. Personally, I chose door # 2 for similar reason. Even if you have to spend the next 2 months driving a freakin' truck while you start your own company, it beats the hell out of being treated like shit.
First, the title is wrong. Second, in the 20+ years that I was at Qualcomm, the people that thought they should get promoted were wrong. Therefore, it is likely that you are really incompetent and should accept it.
this is the reason behind qualcomm's current miserable situation. many good people left due to this. Handful are still there due to some reasons but believe me rest is JUNK

Step one, your boss is always right si don't second guess him. You are screwing up step one with this public doubt of his decisions. Until you learn that, it's ground hog day for you.
Since he made it to Staff Staff, go to your manager and insist on your promo to Staff Staff Staff in spring '16. This is the year of the trump...

Yes, I was part of PTE in WT and have seen this, now have moved to other dept. There were a number of dangerous gangs in this dept. with shared interests. have seen really talented guys screwed up there. don't worry or fret too much - this is very common here at Qualcomm.
I am really surprised at the evaluation system here. One can get promotion in 2 years and other cannot in 6 years even with more qualifications. I did not see such system at two of my previous employers. People were treated fairly there, not sure what's wrong here at qualcomm.
Dude, promotions are about speaking the same dialect, having the same hobbies, etc.
If Q was a competent and well managed company we wouldn't have so much competition. When Google makes their own SOC we are toast.
