The idea of a software development team, onsite, is seen as a luxury that current economic conditions don't allow American companies. This is apparent to anyone looking for a job in IT these days. One of the frequently mentioned skills desired is that of managing an offshore team. Software development has basically become a cheap import. How can American workers compete with that? The field is demanding management experience to supervise offshore teams, but providing little avenue for those skills to develop onshore.

Even the VP's reporting to SS publicly admit it has been a failure in meetings, ROFL.

Follett, for the past several years has replaced payroll. They ran out experience (because experience implies time and time equates to higher salary). Every company has been purging payroll. The large international companies have been able to leverage knowledge workers overseas well. That's not Follett's skill set (what is?). They will fail trying to push work to cheaper, foreign workers. They're doomed to fail, regardless, totally.
