I believe Qualcomm needs to hire more outsiders from top-to-bottom in order to increase our chances of turning things around. This needs to happen very quickly, it should be like a blitzkrieg in the ivory tower - sack the executive line-up, start right there. The "we have always done it this way at Qualcomm" needs to stop right now.

We got into a mess because of poor hiring. Almost all idiots at the mid management came from other non-technical background in the last 10 years
Also, make QCOM a "Windows-free" work environment, and get rid of all Windows OS machines for engineers. That will pretty much solve the H1b and temp problems.
