HR's employee/manager conflict resolution strategy is as follows:

A) employee is at fault: PIP out employee.

B) manager is at fault: PIP out employee and quietly give manager a little slap on back of the hand.

The employee gets the axe in either case.

This policy is adopted so that HR and management would never have to do an admission of guilt and expose Qualcomm to litigation risks.

The difference between Q and other companies, Q is not target of class actions for that kind of conduct. Also Q has politicians in their pocket.

This policy discouraged employee to take their concerns to HR. This is why we have such a rotten workplace culture at Qualcomm.
