Sadly, the bureaucratic organizations are not disbanded when they are done with their last job. The only thing they do is grow. They must find something one which to feed. I is pathetic. Today, the EU is feeding on non-EU based Qualcomm. Yet, they are not feeding on the EU based ARM. Tomorrow, the US will be feeding on some non-US success and ignoring some US success. It is what allows the bureaucratic organism to grow, which is what social evolution demands.
