Just because they are cutting budget does not mean layoffs. They still need people to work the projects when the prices recover later next year.

At the current price of oil asset sales and tapping into the credit facilities are the only options other than M/A (or bankruptcy).
Asset sales are wishful thinking since offers rarely "meet our needs".
And are the cuts in addition to the asset sales and/or associated with the asset sales. A 25% decrease in budget associated with the 25% decrease in assets is not a decrease. The employees depart with the assets, job or no job with the asset.
