The article says that the DOJ doesn't want to make a decision until the Australia, Brazil & Europe have made a ruling.

Hey guys, I wrote a post about my observations the merger a few days back. And I'll stay with my prediction, the DOJ doesn't have any reason to reject it in USA, because the US market is full of service provider competition. But this competition lacks outside the US's jurisdiction, and that is why other countries are scrutinizing the deal.
The DOJ isn't approving the merger, because it would be embarrassing for a country like Brazil to stop the merger of 2 US multi-national corporations. If the US discovers that Brazil or any other country is about to nix the merger, the DOJ wants to beat them to it. The US is trying to save face. (They just did that with Canada regarding Office Depot and Staples)
The 17th is the Australians day of decision, they were waiting on the DOJ to make a decision before making there own decision. Looks like the DOJ has turned the tables.
