You'll get f---ed regardless of what kind of performance evaluation system they use - that's IBM way - they know if they give you a good rating you'll have to be compensated for that and the last thing they want to do is you being compensated more

Not sure how this relates to IBM layoffs 2016 as the title lays but...
Dude, your ratings don't exist in a vacuum. It is a yank-n-rank stack ranking system, so, from above, there are so many "1's" allocated, so many "2+" they can hand out, and so on...
And the various managers will have to argue (takes forever) and justify how many they get (if they even can jockey/fight for it).
So even if you, individually had a good year, sometimes you'll get wedged into a different rating, just because.
I'm over-simplifying and I hope this helps
1 - Superman - Top performer
2+ - Above average, but we can still live with out you, yet we want to keep you
2 - You did your job, kind of, meh
3 - Improvement needed, you are in trouble
4 - Will be leaving the company like right now
