My husband works in Africa. It's his time to post out. What are his chances of staying on with chevron given all the layoffs

People who were already working locally with more face time opportunity to suck up will have a huge advantage.
Depends on what part of D&C he is. If he is self, shallow water or land it will be more difficult. If he is deep water it will be better as chevron has said they are going to be a deep water company. If he is in drilling as a engineer it will be more difficult. If he is in completion or is highly specialized it will increase the chances.
This is just my interpretation and guess at it.
If he is an FOD he will be in great shape.
Wouldn't count on it.

It depends on how many people will be applying for that position since available positions will be open for all that are in ROM list.
If someone is in scope for a position is that good?
Not much going on in D&C at the moment and near fture. Longer term employees are targets because of higher PG, more money. 50% reduction in D&C. He will be battling many that are 1/2 age and a ton cheaper.
I don't feel very hopeful for another position for him here. He seems to be very optimistic about it.....
He is in drilling and completions and has a very excellent work record ( w/ 30 yrs experience )
Depends on what he does. But in general it will be difficult for returning ex pats.
