There are a precious few spots for employees with 1 and 2+ rankings. If I recall correctly, only a maximum of 15% of all total business unit workforce can be ranked into this upper grouping. The vast majority fall into the "2" (meets expectations) classification. There is no prescribed percentage by the company to force employees into a 2- or 3 ranking. If you have work performance or bad behavior issues, your management will pigeon-hole you into these lower rungs of the ranking scale.

To the OP, the answer to your question is, "I guess so." Before coming to CVX I never got lower than exceeds expectations. I get here and all I can get is meets expectations. No more and no less. It doesn't matter if I do things beyond my job or not. Now, I am "in scope" for the ESP. I assume that has at least some to do with my rating.
Ranking Sessions in a nutshell.
Ranking means the level of closeness to your direct supervisor or boss that you brown nosed with. It has no relationship to the performance of your performance to the peer. I heard a story of the starfish (Trinidad) drilling and initial well completion. They drilled 7 wells and had 6 of them failed - hole collapsed, drill string stuck, completion string abandon in place. A post mortem analysis pointed to the inappropriate drilling fluid used that make the shale problem worst. What happened to the engineering team in Trinidad? They got moved on and hold on to their job rather than fired during the ROM1 and ROM1 phase. That's about 20 million dollar lost per well drilled. They were ranked high because of their smooth talking and the boss cover for them.
I'm in a union so thankfully this doesn't apply to me.
Ranking is fixed. I have been in those sessions.
If they laid off all workers who are rated 2 or less, that would be closer to 75% of the people, instead of the 7000 that are planned. I could see the -2 and 3 PMP groups being cut, but since the system forces most people into the 2 rating, laying them all off is impossible.

The people (management) pulling the strings will keep friends and useless idiots around just to make sure they continue in charge of things. They know the smarter employees will eventually eat their lunch and take their jobs. That's the crux of our problems in Chevron - Bad Management.
Lots of 2+ and so called future leader lack technical skills. PRC employees lack skill to take up leadership positions in MCP. But they will survive.
Jtp - Well stated. Notice how many fat slobs with dubious university credentials and non-documented work accomplishments survive ROM after ROM.
The Ranking sessions at Chevron are corrupt and severely flawed. The whole process needs to be retooled from the ground up. The ePMP is probably the best place to start. Both processes are integral components to career development and documented achievements that serve to determine end pay and advancement in the company. Right now the Ranking is done behind closed doors and fraught with subjectiveness, perceptions, political correctness and favoritism.
