VPs responsible for ordering phony PIPs don't have any problems sleeping at night since they just execute orders from their respective bosses; they just feel they do their jobs by cutting workforce.
It's common knowledge that Qualcomm fell short of its target on 2015 layoffs plus Phony PIP's will continue keeping a lot of layoffs off the radar screen and out of the media. Not sure how the HR staff responsible can sleep at night!

Unless they invent CDMA 2.0, Qualcomm will be a chinese corporation in 5 years racing to the bottom. Its too late now to fix. Everyone is scavenging on the remains at this point.

Probably. Realistically, cutting American workers is the only way they will be able to stay competitive in the chip industry without something new and cutting edge in development.
