Foolish story bro. You have to wait for a lay-off before volunteering for a lay-off. They finished the list for the current one some time ago.
For those wanting a package: Wait for the next lay-off and have a conversation with your supervisor as soon as it's announced. Forget HR, it's up to the more senior management in your department. As your manager about it and if that doesn't work, go another level higher. If that still doesn't work, then either get another job (because your future at QCOM is now doomed) or jump.
