Why does a company that has x developers (people that actually work) need 2x people that just collect statuses and attend futile meetings all day, every day? And what's worse pay them more than the people actually doing the work?

This is the only company I have worked at in close to 30 years that has this sort of management structure. In my experience, the only other company that was this f*cked up was a start-up that ran out of venture capital--due in large part to spending decisions made by CEO and COO; the engineering department was the only part of the firm that actually functioned the way it should, and stayed within budget.
The fact that they hire an outside clueless contractor to tell them what to do with the company is a tell-tell.
