What are the general terms of IBM layoff package? Do they pay 2 weeks of salary for every year worked? Will bonus/commission be included in that calculation?

@G7XPCFb-1udb is correct here - there is no articles or communication that indicates that the RA package has changed
All the articles are in reference to severance associated with individual separation packages, not severance associated with a broader resource action. I have seen no evidence yet that terms of RA packages have changed in the US, they may have, but don't assume.
Just Google it, there is 1000 articles about this topic, they are cutting it
Here is a quick summary of the severance guidelines (link below) - most people here will give you info that they have - which is in many cases outdated.
