Are merit increases a sign of safety?

Would a merit increase also indicate safety in the upcoming ROM?

As someone with familiarity with the pay determination tool, merit increases are based on %CO and where you fall in the range. If you're below 100, you'll get an increase with a rank of 2. The increases are all based on algorithms and supervisors have very little impact, other than determining your rank, on how much you receive.

No. I got a very nice merit increase in Spring 2015 and was notified I would be laid off in August.
