It's a difficult concept but bear with me. Some places have too many people and some places don't have enough people.

Read between the lines, so to speak. They write job reqs to meet quotas in order to get tax credits, then take them down claiming there aren't enough qualified candidates based on those job skill sets. They then find a random h1b1 with little skill and psy him 60% of an American's salary while indentured to the company for years on end. They get him up to speed with various training programs and that's how its done.
