6pgk - Point well made. To believe that Talent Optimization is an honest term, means you must be a Horizons newby without any business knowledge. What do you think ROM means? Resource Optimization Management. That is right out of Orwell's 1984, new speak.
Talent Optimization is a software module used among Fortune 500 firms. It is an employee and manager self-service program. At the time of a ROM, it is the equivalent of online toilet paper.
No matter what stupid name they put on it, the selection process is ripe with corruption and favoritism. There's supposedly a written process, but it won't be used as it allows discretion on the part of management and HR. You better have built a strong rapport with management during your career at Chevron. It's never a guarantee but it's the best shot you'll have at getting or keeping your job. Start brown-nosing now.
Chevron Talent Optimization is an automated employee self device application, that is ignored by the managers at the time of cuts.

Word going around that there will no longer offers Lump sum on pensions, they would rather hold onto your millions and make money off of it. They are going strictly Annuity. We all have seen this coming.....
