@OP: Can you justify, how H1B gets lower wages than the US worker? what consider as lower wage? As per the requirement, H1B should be getting the minimum wage defined by government which is same for US citizen.
If $100K/year is market rate of New grad software engineer and US citizen newgrad is asking $150K/year then US citizen is being unreasonable. If I would be the owner of that company then I would think about these factors for sure.
