I heard that Qualcomm will be massively reducing it's severance payouts in the next round of layoffs and forevermore. IBM changed it's policy to just 1 month so who thinks Qualcomm will too?

I heard the same. Companies are usually generous in the first wave of layoffs because their is still hope and they are concerned about lawsuits and public image. Once a second, third or more waves hit, it's all about desperate cost cutting measures and big severance isn't in the cards.
Also look for Qualcomm to start looking for creative ways of shedding people without layoffs. They'll sell off units or spin out small technology groups to let them flounder and die on their own without the need to pay severance. I've seen this over and over in many parts of the tech industry.
