A friend of mine told me that his Chinese lead and director has just called him saying that the company was going to give him a good chunk of money and a big raise to make sure that he is not going to leave the company. Did all you receive the same offer?

Got mine.
Atheros and some of the other remote offices that closed got huge retention bonuses and relocation.
After we relocated we got more retention bonuses.
@5668: Retention incentives/bonuses are not necessarily illegal. A lot depends on the structure and timing. What may be illegal are certain types of "clawbacks."
Before I left QUALCOMM to work for Apple my director gave me a counter offer but I refused . Even HR tried calling me but I ignored their call.go WT hardware management.
If the BoD had voted against JANA at the outset, Qualcomm wouldn't have needed most of the 2015 layoffs, and there would be no need to offer retention bonuses, because fewer people would have bailed on their own. Just cutting back to one review per year, and restructuring the "status collection" goals and duties would have enabled Qualcomm to cut out over 2,000 management positions. Cutting back on several layers of in-house attorneys and bidding jobs to outside firms would also have saved more money than layoffs and the fake PIPs--that will eventually get them sued up the ying-yang. Don't get me started on the waste in HR....
My lawyer said this against the law.
they are giving incentives to the people they don't want to lose, not to everybody (aka no need for an official spring review)
As much as I want to believe this, I just don't see it happening. If they really wanted to give incentives, they would have kept the spring review.
